Citi has made it a priority to foster a culture where the best people want to work, where individuals are promoted based on merit, where we value and demand respect for others and where opportunities to develop are widely available to all. Job Purpose: The Rates eTrading Technology teams in North America and EMEA are responsible for the platform that allows Citi’s USD and Euro Rates business to be the leader on the street, and Low Touch Electronic Trading Activity (LTA) plays a crucial part in the platform’s success.  LTA is trading in financial instruments where a computer algorithm performs the role of a trader by automatically determining the individual parameters of orders such as whether to initiate the order, the timing, price or quantity of the order or how to manage the order after its submission, with limited or no human intervention.  The intent of the LTA Policy is to establish standards governing the use, supervision, maintenance, testing, and monitoring of LTA in order to ensure Operational and Conduct Risks decisions are consistent with Citi’s operational risk appetite as well as US and International regulatory requirements. We are seeking an experienced manager/technical analyst to oversee our management of LTA within Rates E-Trading.  A successful candidate will drive the process and lead the efforts required to ensure Rates E-Trading business and technology are in compliance according to the LTA Policy.  This is a rewarding and exciting opportunity to work directly with one of the most forward thinking business and successful Rates E-Trading platforms on the street. Key Responsibilities:
  • Perform on-going LTA Policy gap analysis on existing LTA businesses and applications and oversee the management of all aspects of our LTA
  • Documentation of LTA procedures and artifacts for the purpose of LTA management
  • Partner with Senior Business LTA stakeholders to collect and document system requirements from the business and provide evidence gathering and data analysis
  • Formulate projects, technology deliverables and roadmap planning to remediate gaps identified as a result of the analysis
  • Maintain the LTA checklist/inventory
  • Assist in the Conduct Risk Audit reviews as required by technology
  • Liaise with Intern Audit (IA), Operation Risk Management (ORM), Independent Compliance Risk Management (ICRM), and Business Controls and Supervision (BCS) stakeholders on requirements analysis and gathering
  • Point person and handle requests as it relates to concerns raised by Prudential Regulation Authority (PRA) and Matter Requiring Attention (MRA) raised by the Office of the Comptroller of the Currency (OCC)
  • Drive the process reengineering effort to improve the overall efficiency of LTA management
  • Work with technology teams across multiple global regions to translate requirements into technically feasible and efficient solutions
  • Collaborate effectively with Application Manager’s to ensure project deliverables remain on track and aligned with business goals
  • Identify and communicate risks as they arise and escalate when appropriate
  • Prepare Ad-hoc reports as requested by the business, technology, and audit and deliver material/presentations to senior management
  • Maintain meeting minutes and summaries to ensure effective, on-going communications across all stakeholders
  • Provide cross-coverage of other functions in the LTA area as needed
  • Drive architecture and execute on our technical strategy and partner with business to continue to evolve E-Trading architecture roadmap beyond near term objectives according to LTA Policy

Qualifications
 Knowledge/Experience:
  • Strong academic record, ideally with a Bachelors or Masters degree in Computer Science, Information Science, engineering or related technical discipline.
  • Minimum of 7-10 years’ experience in project management and business analysis in technology
  • Familiarity or the ability to quickly understand and formulate application level requirements pertaining to complex workflows, or integration with external applications
  • Familiarity with full software development lifecycle, particularly agile, is useful
  • Excellent organizational and multi-tasking skills with tremendous attention to detail
  • Solid understanding of fixed income products such as Treasuries
  • Strong working knowledge of databases and ability to correlate the relational data to application functionality
  • Proficient at writing and delivering business requirement documents and presentations
  • Microsoft Office – Excel, Word, Project, Visio, PowerPoint
  • SDLC Tools – Experienced with JIRA and familiarity with Bitbucket is a plus
  • Understanding of good software design principles and ability to adhere to complex design is a big plus
