Role Purpose

  • Compliance Transformation (CT) ensures effective and efficient definition, planning, management and execution of global change programmes related to financial crime risk, supporting the FCR business teams and HSBC to meet its regulatory commitments.  Financial crime risk covers key areas such as money laundering, sanctions and anti-bribery and corruption.
  • The Programme and Project Services Analyst provides support to a Project Manager, Programme Manager, Senior Programme and Project Services Manager or leads the Project Management Office (PMO) of a Project.  This role provides assistance to the Programme/Project Manager to successfully deliver the programme from definition to closure. They will act as a source of guidance, governance and metrics on projects supporting the Project/Programme Manager for strategic decisions. They are responsible for following the Business Transformation Framework (BTF), using standard project management tools such as Clarity and working closely with their colleagues in Transformation Team.

 

Key Accountabilities

Impact on Business

·         Demonstrates working knowledge of Programme/Project Management Framework, supporting the creation of detailed plans including key activities and milestones

·         Establishes and updates quality procedures, manages internal ad-hoc quality audits, reports quality variance and suggests corrective actions; seeks opportunity to improve quality procedures

·         Supports the Programme/Project Manager and Business representatives in defining required scope, quality, cost and effort

·         Works closely with Programme/Project Manager to contribute to establishment and maintenance of the plan, ensures programme/project activities are aligned to the quality process and governance

  • Tracks progress against the plan, looking ahead and removing roadblocks to delivery; asks questions when they do not understand, takes ownership of problems and timely escalates when needed (remaining calm, knowing when to escalate, escalates where possible with solutions)

·         Manages change requests ensuring impact assessed for scope, time, budget, effort and quality; provides the sustainable value to the organisation by contributing to the efficiency improvement in programme/project

·         Has good knowledge of risks/ issues/dependencies management techniques; Supports programme/project manager in identifying new risks/ issues/dependencies; Tracks risks/ issues/dependencies through appropriate tracking tools, involving key stakeholders/members of the programme/project team as appropriate;

·         Maintains accurate financial information for multiple programmes/projects; analyses financial data for single project / programme

·         Drives creative thinking amongst peers to encourage thinking beyond the immediate operational consideration, prioritises and plans carefully that all deliverables are achieved and approaches are carefully thought, demonstrates a keen interest of bigger picture

·         Facilitates development of communication and reporting strategy, coordinates between stakeholders for progress reviews, key decisions, documentation and approvals;

·         Provides both verbal and written communication supervising and leading the project/ programme to ensure that the goal is achieved

·         Proactively and effectively manages own time and workload, advocates to team the importance of project pace to achieve successful delivery

·         Manages the pace and operating rhythm -actively moves programme/project team along the delivery journey with pace and enthusiasm

·         Keeps focus on the medium and long term goals and the Group’s values particularly when under short term

Operational Effectiveness & Control

·         Assists with the development and monitoring of a well-defined programme/project plan, identifying the key milestones, assists in assigning role/task responsibilities cooperating closely with stakeholders

·         Supports Programme/Project Manager in resources management activities for the Programme/Project

·         Works with Programme/Project Manager to provide project governance and compliance, identifying and raising issues when necessary, monitoring tollgates and budgets as well as maintaining programme/project change control

·         Helps ensure the programme/project team follows all quality assurance processes, Global Transformation Frameworks and the use of Group standard tools

·         Tracks and controls programme/project progress and performance at clearly defined points in the process ensuring the project is delivered on time, within budget; anticipating potential risks and issues, assisting with putting mitigating actions into place to prevent delivery stalling and escalating as appropriate

·         Demonstrates good understanding of analytical tools and techniques to prepare and analyse management reports; assists Programme/Project Manager in identifying factors that are putting the programme off track, monitor and share progress with stakeholders

·         Supports the Programme/Project Manager with closure activities, including post project review and handover

·         Is able to prioritize tasks to deliver on time, ensuring high quality of deliverables; understands programme/project dependencies; is able to manage workload with limited supervision; looks ahead to remove delivery roadblocks

·         Produces deliverables of a high quality (well structured, insightful, no errors) and with sufficient review time and appropriate response to feedback

·         Understands the GPMO Services Catalogue and advocates successful delivery

Role Context

  • The vision statement for Transformation is “To be the businesses’ primary change partner, support the implementation of the Group Strategy and make change a source of sustainable competitive advantage for
  • HSBC” Support Project and Programme Managers to manage change through project delivery. The projects will typically have a clearly defined output, fixed start and end date with a well-defined development/delivery path. Projects may be stand alone or part of a Programme.
  • The jobholder will be expected to support the project team with core PMO activity.
  • The role holder will operate within the usual authority limits for a PMO Manager.

Management of Risk

  • The jobholder will also continually reassess the operational risks and likelihood of operational risk occurring. This will be achieved by reviewing risks associated with the role and inherent in the business, taking account of changing global economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new processes. Effective and timely remedial action should be evidenced.

 

Observation of Internal Controls

  • The jobholder will adopt the Group Compliance Policy by escalating any identified compliance risk in liaison with, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.

Qualifications

 

Knowledge & Experience / Qualifications

  • Knowledge
