Description:

  • Provide support to the CRS Country Head in managing day-to-day operations of all Bank’s facilities
  • Manage the multi-disciplinary teams of third party specialist facilities/property management providers
  • Prepare annual budgets for all Projects and Facility Management capital works and expenses; monitor expenditure against plan and generate variance analysis report
  • Overall P&L management of the Bank’s properties which include managing, controlling, analyzing forecast expense for the Bank’s portfolio
  • Inventory management of Bank’s building assets including reporting to local financial control team and external auditors
  • Work closely with Building Managers, Local Council and Regulatory Bodies
  • Ensure compliance to legal, governmental regulatory laws, fire & safety and environmental issues while complying with Citigroup policies
  • Responsible for maintaining code compliance, environmental guidelines, critical systems testing and emergency procedures in the facility
  • Act as Quality Manager and ensure outsourced service provider delivery on project or preventive facilities maintenance program is maintained and regularly updated as required in accordance with Bank's guidelines in order to minimize equipment failure and maximize equipment efficiency
  • Periodically inspect facilities and ensure proper operation and management of all building systems
  • Responsible to ensure all necessary building or equipment related licenses and permits are in place. Timely reporting and updates to Citigroup Insurance Risk Management (CIRM) and local insurance companies on all matters relating to building and premises coverage
  • Develop and manage a full facilities management program utilizing and coordinating contracted services and vendors engaged in building & equipment maintenance
  • Manage all aspects of outsourced resources including performance measurement through the development and utilization of Service Level Agreements and Key Performance Indicators
  • Manage proactive vendor management activities in line with Citigroup policies and procedures, to include maintenance of approved vendor list, tendering, awarding and monitoring of contracts and any other procurement activity related to the CRS function
  • Key Customer Liaison with businesses and tenants to facilitate all occupancy needs and requirements. Liaise with building owners, managing agents, and tenants on all asset management activities, especially to lease obligations and building resilience

Qualification:

  • Candidate should possess a Bachelor's Degree, Post Graduate Diploma or Professional Degree in Property Development/Real Estate Management, Facilities Management, Engineering, Business Studies/Administration/Management, Urban Studies/Town Planning or equivalent
  • At least 10 year(s) of relevant working experience in project  or facilities management of office space/ commercial properties, preferably with experience in the financial services industry
  • Possess strong knowledge of project management and facility management and  has strong experience in capital works
  • Excellent stakeholder management skills
  • Sound knowledge of building services and systems
  • Possess good analytical and interpersonal skills
  • Result oriented and able to work under minimal supervision in a dynamic environment
  • Strong understanding of REALM applications and other Project Management/Facilities Management software as applicable
  • Strong in PC skills and Microsoft Office software
  • Good command of English and Bahasa Malaysia
